Comment Spam

Ok so we have all heard of comment spam, but I want to do it now. I have a list of site's that I find it acceptable to comment spam. All are on blogger and all where found using the next blog button.
All have no contents and are advertisement blogs deisnged with Google in mind to raise the page rank of a site. So I want to use them to raise my page rank.

Does any one know of a program that will auto comment spam a list of sites for you? Even better comment spam every item on the site?

I have reported them all to blogger but they don't care so spamming is ok, every time I told them about them they said they would check the terms and conditions and the sites are still there so under the terms and conditions it must be ok to spam blogger.
